Department of Special Pedagogy
The Special Pedagogy Department at Chirchiq State Pedagogical University, established in 2021, is dedicated to training high-quality specialists for inclusive and special education. It offers programs in logopedics, typhlopedagogy, surdopedagogy, and sign language interpretation, and actively engages in scientific research and practical support through its "Bolalar sayyorasi" (Children's Planet) center.
About the Department The Special Pedagogy Department was established in 2021. It separated from the "Music Education and Defectology" department within the Faculty of Pedagogy, following Decision No. 4 of Protocol No. 1 of the Academic Council of Chirchiq State Pedagogical Institute in 2020. The department is located at: Chirchiq State Pedagogical University, Main building, Room 416, Tashkent region.
Mission and Goals The core mission of the department is to stabilize private initiatives in ensuring access to quality education suitable for all individuals (mixed, inclusive, special, and dual education) across the globe. Our primary goal is:
- To provide high-quality personnel for inclusive and special education, integrating innovative ideas with practical application. The department has a medium-term strategic development program planned for 2025.

Scientific Research Directions and Projects The Special Pedagogy Department is engaged in scientific research across several strategic areas. These directions aim to conduct scientific research that meets modern educational demands, expand collaboration with national and international scientific communities, and achieve practical outcomes.
Scientific and Methodological Center: “Bolalar sayyorasi” (Children's Planet) The "Bolalar sayyorasi" scientific and methodological center, operating under the department, aims to test students' original methodologies in laboratory conditions for individual development, provide comprehensive services for children with disabilities and their families, and ensure students' professional growth through rapid diagnostic processes for children. Furthermore, it assists in testing students' original methodologies related to correctional work for various disability categories, helps in forming their personal conclusions, and plays a significant role in promptly addressing the problems of children involved in inclusive education and assisting the subjects of the Pedagogical Education Innovation Cluster (children, pedagogues, and parents).

The Department of Special Pedagogy has been developing partnerships to improve and enhance the quality of education, promote modern pedagogical methods, and train highly qualified specialists.
Universitas Pendidikan Indonesia (UPI, Indonesia) and Negeri Malang University
Within the framework of cooperation with UPI, a bilateral agreement has been signed. A delegation from UPI visited our university, and meetings were held to further develop collaboration. Our delegation also visited UPI to become familiar with the university’s education system.
As part of this partnership, the “International Conference on Inclusive STEAM Education (ICTEME)” is planned to be held in Indonesia.
Abai Kazakh National University
An official partnership has been established through a bilateral agreement to enhance the effectiveness of higher education, science, and cultural initiatives, as well as educational-methodological and research activities.
The collaboration covers:
- Joint educational programs for bachelor’s and master’s degrees;
- Co-supervision and scientific consultation for master’s and doctoral dissertations, engaging professors and instructors in joint scientific and technical research;
- Organization of joint conferences, seminars, symposiums, roundtables, scientific events, and educational initiatives.
Outcomes of joint scientific activities and other initiatives in education include publications in leading international citation databases, such as Web of Science, Scopus, and others.
The faculty members of the department have developed special scientific tablets designed for working in an individualized educational environment, aimed at guiding students and researchers toward scientific activities.
This initiative provides students and young researchers with opportunities to actively participate in various scientific conferences and projects with their research papers, scholarly works, and innovative ideas.

At the department, clubs have been established to help students deepen their knowledge in their fields of study. Through these clubs, students acquire knowledge, skills, and competencies such as:

✔ Carrying out correctional and compensatory work with children in need of special support;
✔ Testing and applying self-developed methodologies.

The Department of Special Pedagogy has signed memorandums with UPI and Negeri Malang Universities in Indonesia and Abay Universities in Kazakhstan. It is also planned to sign a memorandum with the L.N. Gumilyov Eurasian National University of Kazakhstan this year. Within the framework of international relations, 5 Indonesian professors and teachers will sign employment contracts on an hourly basis, and 1 Kazakh professor is expected to sign an employment contract. This cooperation will serve to enrich the educational process at CHDPU based on international experience, introduce foreign methodological approaches into the educational process, and increase the scientific potential of students. The special pedagogical team is consistently working to further improve the quality of education and strengthen its position at the international level through foreign cooperation.

🌿 “School Under the Open Sky” Project
Initiated by the Faculty of Pedagogy, the “School Under the Open Sky” project is being held in Piskent District of Tashkent Region with the participation of school teachers, students, and parents.
Within the framework of the project, educators exchange views on modern teaching methods, effective communication between students and parents, and the importance of cooperation in the educational and upbringing process.
🎯 Main Objective
The main purpose of the event is to strengthen cooperation between teachers, parents, and society in raising a well-rounded young generation and to create an open and constructive dialogue environment.

🌍 International Speech Therapists’ Day – November 14
On the occasion of International Speech Therapists’ Day (14 November), students of the Logopedics program organized a 10-day creative and content-rich decade from 4 November to 14 November 2025.
Throughout the decade, students actively carried out a number of initiative-based activities focused on current issues in speech therapy, methods of correcting speech disorders, and modern pedagogical approaches.
🔹 Key Highlights of the Decade
The program covered the role of speech therapists in society, speech development in children, working with children with disabilities, as well as practical skills in speech therapy exercises, pronunciation, and diction.
Students organized practical sessions, posters, video clips, interactive games, and exhibitions, providing valuable and useful information for all participants.
At the conclusion of the decade, the professional value and social significance of speech therapists, along with their responsibility in developing children’s speech, were widely promoted and emphasized.
This decade not only enhanced students’ professional competencies, but also strengthened their creative thinking, social responsibility, and practical experience in the field of speech therapy.
