Establishment and Activity
The Scientific Council for awarding doctoral degrees in pedagogical sciences at Chirchiq State Pedagogical University (formerly Chirchiq State Pedagogical Institute) was established under the university's jurisdiction in the Tashkent region.

Dissertation Defense Procedure
Step-by-step guide, document submission, and deadlines
Conducted in accordance with the REGULATIONS "On the Scientific Council granting scientific degrees" approved by the Decree of the Presidium of the Higher Attestation Commission (HAC) dated May 31, 2017, No. 239/3.
Step-by-Step Procedure
01 Preliminary Expertise
1. Upon receiving a positive conclusion from the institution where the dissertation was performed, the researcher submits the documents electronically to the Scientific Council.
2. After accepting the dissertation for preliminary expertise, the Scientific Council sends it to the Scientific Seminar.
02 Scientific Seminar Discussion
4-5. Reviewers are appointed from among specialists, and the dissertation is officially registered for discussion.
6. Reviews must be submitted within 15 days for PhD and 1 month for DSc. The researcher must see the reviews at least 5 days before the seminar.
7-9. The seminar concludes with an open vote. A positive conclusion allows the work to move to the next stage of the defense process.
10-11. If revision is recommended, the work can be reconsidered at the seminar after at least 3 months.
03 Acceptance for Defense and HAC Announcement
12-14. Within 1 month after the seminar's positive conclusion, the Council decides to accept the dissertation for defense (requires a 2/3 majority vote).
15-19. Official opponents and the leading organization are approved. For PhD, 2 opponents are required; for DSc, 3 opponents are assigned.
25. The dissertation defense must be conducted within 40 days after the announcement is published on the HAC website.
Defense Conditions and Requirements
Article Requirements
In accordance with HAC Decree 239/4, the number of published scientific works on the dissertation topic and articles indexed in international databases must meet established requirements.
Formatting & Ethics
The dissertation and abstract must be prepared according to HAC Decree 214/8 "Rules for Formatting Dissertations," following the principles of scientific ethics and transparency.
