Scientific Council for awarding the degree of Doctor of Philosophy (PhD) in Physical and Mathematical Sciences at Chirchiq State Pedagogical University

 

Organizational and Legal Basis

This Scientific Council was established in coordination with the Ministry of Preschool and School Education of the Republic of Uzbekistan, based on the application of Chirchiq State Pedagogical University and the recommendation of the SAC Expert Council on Physical Sciences.

The activities of the Council commenced in January 2026 to ensure the implementation of the Resolution of the SAC Presidium No. 379/2 dated December 27, 2025.

Right to Establish a One-time Scientific Council

The Council is officially authorized to establish a one-time scientific council for conducting dissertation defenses in Pedagogical Sciences in accordance with the relevant branch of science.

Note: This Council has been approved with a membership of 13 and is the legal successor of Scientific Council No. PhD.03/27.09.2024.FM.82.04.
Based on official documents of the Supreme Attestation Commission (SAC) of the Republic of Uzbekistan.

Dissertation Defense Procedure

Step-by-step guide, document submission, and deadlines

Conducted in accordance with the REGULATIONS "On the Scientific Council granting scientific degrees" approved by the Decree of the Presidium of the Higher Attestation Commission (HAC) dated May 31, 2017, No. 239/3.

 

Step-by-Step Procedure

01 Preliminary Expertise

1. Upon receiving a positive conclusion from the institution where the dissertation was performed, the researcher submits the documents electronically to the Scientific Council.

2. After accepting the dissertation for preliminary expertise, the Scientific Council sends it to the Scientific Seminar.

3. The Scientific Council conducts preliminary expertise within 2 months for PhD dissertations and within 3 months for DSc dissertations.

02 Scientific Seminar Discussion

4-5. Reviewers are appointed from among specialists, and the dissertation is officially registered for discussion.

6. Reviews must be submitted within 15 days for PhD and 1 month for DSc. The researcher must see the reviews at least 5 days before the seminar.

7-9. The seminar concludes with an open vote. A positive conclusion allows the work to move to the next stage of the defense process.

10-11. If revision is recommended, the work can be reconsidered at the seminar after at least 3 months.

03 Acceptance for Defense and HAC Announcement

12-14. Within 1 month after the seminar's positive conclusion, the Council decides to accept the dissertation for defense (requires a 2/3 majority vote).

15-19. Official opponents and the leading organization are approved. For PhD, 2 opponents are required; for DSc, 3 opponents are assigned.

22. The HAC organizes an electronic expertise to detect plagiarism. If plagiarism is detected, the work is removed from discussion.

25. The dissertation defense must be conducted within 40 days after the announcement is published on the HAC website.

 

Defense Conditions and Requirements

Article Requirements

In accordance with HAC Decree 239/4, the number of published scientific works on the dissertation topic and articles indexed in international databases must meet established requirements.

Formatting & Ethics

The dissertation and abstract must be prepared according to HAC Decree 214/8 "Rules for Formatting Dissertations," following the principles of scientific ethics and transparency.

LIST of documents to be submitted to the Scientific Council

Formulated in accordance with the requirements of the Supreme Attestation Commission (for PhD and DSc)

I. Organizational and informational documents

1. Institutional application: Application from the institution where the dissertation was completed regarding the acceptance of the dissertation for defense.
2. Objective-reference (Curriculum Vitae): Objective-reference about the researcher according to the latest template.
3. Copies of diplomas: Copies of diplomas certifying that the researcher has completed higher education.
4. Certificates of qualification exams: Certificates of completion of qualification exams (for candidates for the Doctor of Philosophy (PhD) degree).

II. Expertise and conclusions

5. Institutional conclusion: Conclusion of the institution where the dissertation was completed.
6. Conclusions of organizations: Conclusions of organizations where the dissertation was discussed (if any).
7. Review of the scientific supervisor: Review of the scientific supervisor (advisor).

III. Scientific activity results

8. List and copies of scientific works: List of scientific works of the researcher certified by the institution where the dissertation was completed, and copies of major scientific works.
9. Additional for DSc: For candidates for the Doctor of Science (DSc) degree, the abstract of the dissertation for the Candidate of Science or Doctor of Philosophy (PhD) or other equivalent scientific degree.
10. Consent of co-authors: Written consent of co-authors for the inclusion of joint scientific works in the dissertation.
11. Documents on implementation: Documents provided on the implementation of the scientific results of the dissertation into practice.

IV. Final documents

12. Dissertation and abstract: The dissertation and the dissertation abstract.
13. Copy of the bulletin: Copy of the bulletin where the topic was announced.

  • All documents must be certified in the prescribed manner (with seal and signature) for compliance with the original.

  • The document folder (portfolio) must be arranged in order, based on the list.
