CHIRCHIK STATE PEDAGOGICAL UNIVERSITY STATUTE

 

I. General Provisions

Chirchik State Pedagogical University (hereinafter referred to as the "University") was established as Chirchiq State Pedagogical Institute of Tashkent Region in accordance with Presidential Decree No. PQ-3152 dated July 27, 2017, "On the Establishment of Chirchiq State Pedagogical Institute of Tashkent Region." Later, it was reorganized into Chirchik State Pedagogical University based on Presidential Decree No. PQ-289 dated June 21, 2022, "On Measures to Improve the Quality of Pedagogical Education and Further Develop the Activities of Higher Educational Institutions for Teacher Training."

The University is a state higher education institution engaged in educational activities for implementing fundamental and joint higher education programs. In addition, it carries out educational, scientific-methodological, and other activities and provides educational services in accordance with the legislative acts of the Republic of Uzbekistan.

The University operates in accordance with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On Education," resolutions of the Chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees and resolutions of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, orders of the Minister of Higher Education, Science, and Innovation of the Republic of Uzbekistan, and this statute.

The University ensures the training of highly qualified specialists in undergraduate programs and master's degree specialties. Additionally, the University organizes second and subsequent higher education programs on a contractual basis.

The forms of education at the University include:

Full-time (daytime) education (with a break from employment);

Part-time (evening and correspondence) education (without a break from employment).
Other forms of education may also be introduced at the University in accordance with legislative acts.

The University is a legal entity. It owns and manages property under operational management, is responsible for obligations related to its property, may acquire movable and immovable property, exercise property and non-property rights, assume obligations, and act as a plaintiff or defendant in court.

The University has an independent balance sheet, treasury accounts at the Ministry of Economy and Finance of the Republic of Uzbekistan or its respective departments, including foreign currency accounts in banking institutions. It also possesses an official seal with the State Emblem of the Republic of Uzbekistan, stamps, and other official requisites.

7. The University carries out its activities in cooperation with state and economic management bodies, local government authorities, employers of graduates, and other organizations, including foreign partner institutions.


II. MAIN PURPOSE, TASKS AND FUNCTIONS OF THE UNIVERSITY

8. The main purpose of the University is to train highly qualified specialists and scientific-pedagogical personnel with higher education in relevant fields of the modern economy, who are comprehensively developed, value their homeland, feel their responsibility to the state and society, work diligently and honestly for the future of the country, respect national and universal values, strictly adhere to laws, and are competitive in the international educational arena.

9. Based on this main purpose, the primary tasks of the University are:

Ensuring the training of highly qualified, creative, and honest professionals based on modern requirements, advanced international experience, and labor market needs;

Preparing undergraduate and graduate students based on curricula and programs that provide fundamental, basic, and practical professional training in relevant fields of the economy;

Developing students' analytical thinking and professional skills, ensuring the ability to independently acquire and apply new knowledge, and widely implementing modern teaching forms and methods, pedagogical innovations, and information and communication technologies in the educational process;

Implementing the European Credit Transfer and Accumulation System (ECTS) while ensuring the possibility of choosing subjects, including the application of an international credit transfer and accumulation system to determine students' academic workload;

Strengthening the teaching staff of the University with highly skilled professionals who possess pedagogical mastery, legal, and political culture;

Enhancing cooperation with leading educational and scientific institutions of developed foreign countries, facilitating joint legal research, and activating the exchange of professors, teachers, and students;

Involving specialists with practical work experience in state and economic management bodies, relevant industries, and other organizations in the educational process, establishing an effective system for improving their qualifications, and engaging highly qualified specialists from leading foreign educational and research institutions in the organization of educational and scientific-methodological activities;

Developing and implementing educational materials and manuals in relevant fields of study;

Carrying out joint educational programs (double degree) in cooperation with foreign partners and actively involving foreign scholars and specialists in the educational process;

Conducting research based on the priorities of national economic sectors and industrial needs and applying the results in practice;

Implementing scientific research and experimental design activities and involving students in these processes;

Creating an open, transparent, and corruption-free educational environment through the implementation of the "HEMIS" platform or other automated higher education management systems;

Establishing an effective system for the moral and ethical education of students, enhancing their legal and political culture, fostering patriotism, high moral and ethical values, and an intolerance for corruption.

10. To fulfill its tasks, the University performs the following functions:

Organizes the training of highly qualified specialists in relevant fields of the economy in accordance with state educational standards, taking into account the democratic and legal reforms being implemented in the country, the formation of civil society, and the high demands of modern international standards;

Takes measures to widely involve highly qualified professionals with legal and political culture, practical work experience, professional and pedagogical mastery in the educational process, and collaborates with relevant organizations;

Conducts the educational process based on internationally recognized education standards and requirements, using the credit-modular system and innovative teaching methods to develop students’ ability for systematic analysis and practical skills in relevant economic sectors;

Implements curricula and educational programs tailored to employers’ needs, incorporating analytical thinking and professional skills development, while enhancing independent learning opportunities for students;

Expands the use of information and communication technologies (ICT) in the educational process, providing students, teachers, and young researchers with broader access to global information and educational resources;

Independently regulates the workload of the teaching staff, ensuring their engagement in scientific-methodological, research, organizational-methodological, ethical, and educational activities, and encourages their contributions in these areas;

Develops scientific and methodological materials to improve the quality and level of education by integrating research findings into curricula and educational programs;

Systematically enhances the qualifications and internships of teaching and research staff, engages foreign specialists in the educational process, conducts scientific research, and strengthens collaboration with leading international academic institutions, research centers, and organizations to facilitate student academic exchanges;

Applies international best practices, including the credit transfer and accumulation system, to determine students' academic workload;

Collaborates with government bodies, economic sectors, and other organizations to conduct scientific research, improve its effectiveness, and ensure the integration of science, education, and industry by applying research results in practice;

Continuously improves the credit-modular system and student assessment methods while expanding the use of modern ICT in the learning process and upgrading the educational infrastructure;

Maintains active cooperation with leading educational and scientific institutions of developed foreign countries, facilitates joint legal research, and regularly carries out faculty and student exchanges;

Independently implements joint educational programs (double degree) with foreign partners and actively involves international scholars and specialists in the academic process;

Implements necessary measures to ensure that dissertation research for Doctor of Philosophy (PhD) and Doctor of Science (DSc) degrees aligns with modern requirements and the priority areas of the economy;

Develops a modern educational and material-technical base, equipping educational and research units, and departments with state-of-the-art teaching tools, ICT systems, and software to achieve its objectives;

Creates opportunities for highly talented individuals to showcase and develop their abilities in relevant fields of knowledge and scientific disciplines, enabling them to realize their unique potential for the development of Uzbekistan’s scientific and creative capacity;

Implements comprehensive measures to shape students into responsible members of society, patriotic, conscientious, and honest professionals who excel in their respective fields;

Facilitates meaningful engagement of students during their free time, fostering a sense of national pride, patriotism, and dedication;

Promotes spiritual, cultural, and national values, encourages reading habits, increases students’ interest in national and world literary masterpieces, and contributes to their intellectual development;

Expands opportunities for international students to study at the University to enhance its global ranking and competitiveness;

Ensures the continuous update of the Information Resource Center’s collection with legal, socio-political, and economic publications, including textbooks, scientific materials, foreign literature, educational tools, and global legal and educational resources.


III. Students, Listeners, and Researchers of the University

a) Students:

11. The admission of students to the University is carried out based on the results of entrance exams (test exams, professional (creative) exams, written exams) according to the ranking system of the scores collected by the State Commission on Admission to Educational Institutions of the Republic of Uzbekistan.

Admission to the University is carried out on the basis of equal rights for all (grant, paid contract) according to a single admission procedure and single selection, and applicants who score the highest marks in the test exams and professional (creative) exams have the right to be admitted first on state grants. The remaining applicants have the right to be admitted within the established quotas for paid contracts based on the sequence of test scores. Admission without test exams based on certain privileges is carried out according to the established procedure in accordance with the legislation.

The admission of foreign citizens to study is carried out in accordance with the current legislation.

In accordance with the Regulations on the Procedure for Receiving Second and Subsequent Higher Education in Higher Educational Institutions of the Republic of Uzbekistan, approved by the Resolution No. 606 of the Cabinet of Ministers dated September 24, 2021, individuals with higher education can be admitted to the University for second and subsequent higher education based on a paid contract (agreement).

The admission of applicants for second and subsequent higher education is carried out by the University Admission Commission.

Applicants who successfully pass the entrance exams based on joint education programs and fulfill the conditions of the paid contract within the quotas for paid contracts have the right to be admitted to study.

A person admitted to study by the order of the University rector is considered a student of the University. A student ID and a rating book are provided to the student free of charge.

 Students have the following rights:

To acquire knowledge in line with the development and achievements of science, technology, and modern technologies;

To use books, periodicals, and electronic educational tools available at the University Information Resource Center free of charge, according to the established procedure;

To receive free consultations and recommendations;

To use classrooms and teaching-related tools free of charge, according to the established procedure;

To submit their suggestions, comments, and critical thoughts on improving the effectiveness of the educational process and education quality to the University, faculty, and department leadership in the prescribed manner and demand that they be considered;

To participate in public events organized at the University and faculty levels;

To participate in all types of scientific research work, scientific conferences, and symposiums, publish their results, and provide information about them;

To become a member of public associations operating legally at the University and participate in their activities;

To engage in extracurricular activities such as cultural, environmental, beautification, and other public activities not contrary to the law;

To work in accordance with labor legislation both at the University and elsewhere during free time;

To participate in academic exchange programs with leading foreign educational institutions.

A student may also exercise other rights, not contrary to legal documents, that are necessary to receive quality education and become a highly qualified specialist in their chosen field.

A student must not misuse their rights or use them for purposes that are detrimental to the interests of others.

The obligations of students are as follows:

To fulfill the requirements of the curriculum and programs within the established timeframes and acquire knowledge;

To comply with this Statute, the University's internal regulations, the Code of Ethics, the Student Dormitory Rules, and the anti-corruption program;

To protect the University's buildings and other property, and fulfill obligations related to paid contracts in a timely manner;

To acquire thorough knowledge to become a highly educated specialist ready to serve the Motherland and the people with honesty, and to develop their professional potential;

To strictly follow the rules that correspond to the ethical principles of society, spiritual values, legal requirements, and high standards of interpersonal relationships during the educational process;

To acquire deep theoretical knowledge and practical skills in their chosen field;

To comply with the requirements of the educational process, not to miss lessons without a valid excuse, not to be late for classes, and not to leave classes before they are finished;

To complete tasks related to the educational process on time and with quality, to complete the assignments given by the teachers related to mastering the subject on time and at the required level, and to come to lessons with the necessary educational tools;

To maintain strong communication with the relevant department and faculty, and to fulfill the legal instructions of the faculty leadership in a timely manner;

To show initiative and diligence in acquiring knowledge, and not to tolerate indifference;

To maintain good manners with everyone;

To treat the University's property carefully and economically, not to cause damage to it intentionally or negligently, and in case of damage, to compensate for the material loss according to the established procedure, and not to remove material assets from the classroom or building without permission;

To comply with sanitary rules inside the building, in hallways, and classrooms, not to pollute, and not to allow the distribution or consumption of alcohol and tobacco products;

To adhere to dress culture, especially not to stand out from others with poor appearance and behavior, and to strictly follow moral and ethical norms;

In case of absence from lessons (including due to illness), to inform the dean's office directly within three days either personally or through the assigned tutor, and to provide the reasons for the absence, preferably in writing;

If participating in foreign organization grants, to inform the faculty dean about it, and to obtain permission according to the established procedure before traveling abroad with the grant;

To continuously improve their scientific, moral-ethical, and ideological-political level, and stay informed about the social, economic, and political reforms and changes taking place in the country;

To follow the academic discipline, the decisions of the University Council, the rector's orders, and the goals and objectives set in the normative-legal documents related to the education system, as well as to comply with their own obligations.

 

Students may also be assigned other obligations in accordance with the law.

The following are prohibited for students within the University’s premises:

Distribution and consumption of alcohol and tobacco products;

Preparation, storage, distribution, and promotion of any materials that incite national, racial, or religious hostility;

Causing damage to the University's buildings, infrastructure, and other property;

Traveling to foreign countries without the University administration's permission during the academic period.

During their studies, students who have achieved high academic and research results may be sent to leading foreign educational institutions for academic exchange under the University’s foreign partner agreements, funded by the University’s extra budgetary funds, as well as by international and foreign organization grants.
In order to strengthen cooperation with leading foreign educational institutions for academic exchange, foreign students may also continue their studies at the University.

Students studying in a production-based format under state grants and paid contracts will be provided with scholarships in the amount and order established by the Cabinet of Ministers (excluding foreign students).
Students are entitled to receive scholarships from the President of the Republic of Uzbekistan, named state scholarships, and special scholarships from the University.

Academic leave may be granted to students for military service, health recovery, pregnancy and childbirth, as well as for the care of children or sick family members (father, mother, their substitutes, spouse, or child). The procedure for granting such leave is defined in the Regulations on Academic Leave for Students of Higher Educational Institutions of the Republic of Uzbekistan, approved by the Resolution No. 344 of the Cabinet of Ministers dated June 3, 2021.

In accordance with the legislation of the Republic of Uzbekistan, students studying in the full-time format may be granted a deferral of military service during their studies at the University.

Based on the capacity of the University’s student dormitory, students in need will be provided with accommodation that meets sanitary standards and regulations.

The payment for accommodation in the student dormitory is determined by the University Council, taking into account the utility and domestic service charges.

 

If there is a need for student accommodation, no other use (such as renting out or other agreements) is allowed in the student dormitory space.

A student expelled from the University has the right to be reinstated to study in accordance with the procedure and rules established by the Cabinet of Ministers.

Students have the right to transfer (or be reinstated) to another higher education institution according to the established procedure and rules.

Students transferring (or being reinstated) from non-licensed private higher education institutions or branches (centers, departments, educational-advisory points, etc.) of foreign universities operating in the Republic of Uzbekistan are prohibited from transferring to the University.

The procedure and rules for transferring, reinstating, or expelling students from one higher education institution to another are determined by the Cabinet of Ministers (with the exception of foreign citizens transferring from foreign higher education institutions to the University).

Except for cases stipulated by the decisions of the Government of the Republic of Uzbekistan, students are prohibited from engaging in activities unrelated to the educational process during their study period.

If a student violates the obligations assigned to them, disciplinary measures such as a reprimand and expulsion from the student body may be applied.

A student may be expelled from the University in the following cases:

a) at their own request;
b) due to transferring to another educational institution;
v) for violating academic discipline and the University’s internal rules and ethical code;
g) if they miss more than 74 hours of classes in a semester without valid reasons;
d) if they fail to pay the tuition fee on time (for students studying under a paid contract);
e) if they are sentenced to imprisonment by a court;
j) if they are found to have violated the admission exam procedures (in this case, students expelled for this reason will not be reinstated);
z) in case of death.

A student who fails to meet the required academic performance (academic debt) will be expelled from the course by order of the University Rector. A student expelled for academic debt may begin their studies from a lower semester, based on a paid contract.

 

For students studying in the credit-module system, the provisions of Chapter 8 of the Regulations on the Implementation of the Credit-Module System in Higher Education Institutions, approved by Resolution No. 824 of the Cabinet of Ministers on December 31, 2020, will apply.

The expulsion of students based on item "d" of paragraph 23 of this Statute will be carried out by the University administration with the written consent of the student union (for students who are union members). Additionally, the expulsion in the case described in item "v" may be coordinated with the University’s Youth Union primary organization.

A student subject to disciplinary action may appeal the legality and fairness of the imposed measure according to the procedure established by legislation, addressing the University Rector, the Ministry of Higher Education, Science, and Innovation, or other competent organizations.
Information regarding the disciplinary action applied to a student is kept in their personal file.

When expelled from the University, a student is provided with their personal documents, an academic certificate in the prescribed form, and a copy of the documents is stored in their personal file.

Disciplinary actions are applied no later than one month from the identification of the student’s misconduct, and within six months of the incident. Disciplinary measures are not applied during the student's illness, academic leave, or maternity leave.

If a student is ill, they or their parents must notify the dean’s office in writing, usually within three days, and submit the original medical certificate.

b) Listeners:
27. Individuals who are studying in regional or sectoral centers for the purpose of retraining and improving their qualifications in pedagogical fields are considered listeners.

The procedures for retraining and improving qualifications, the conditions of education for listeners, and their rights are determined by relevant legislative documents.

v) Graduate students, doctoral candidates, and independent researchers:

28. Graduate students and doctoral candidates funded by the State budget of the Republic of Uzbekistan, who are engaged in in-depth study of their specialization and preparing and defending their doctoral dissertation, are considered candidates for the degrees of Doctor of Philosophy (PhD) or Doctor of Science (DSc) in postgraduate education.

 

Independent researchers are those engaged in in-depth study of their specialization, preparing and defending their doctoral dissertation, and conducting scientific research, without being detached from production. They are also considered as candidates for the Doctor of Philosophy or Doctor of Science degrees.

 

The forms and terms of education for graduate students, doctoral candidates, and independent researchers, their admission procedures, and their activities are organized in accordance with the law.


IV. Educational, Educational-Methodological, and Scientific-Methodological Work

The University implements education in the following fields based on its specialties:

Higher education;

Postgraduate education;

Retraining and professional development of personnel.

The University ensures the preparation of highly qualified specialists in undergraduate and graduate programs in various areas of higher education.
The University offers programs for individuals with general secondary (11-year education), secondary special (9-year basic secondary and 2-year secondary special education), and initial vocational education (9-year basic secondary and 2-year initial vocational education), as well as those who completed secondary specialized, vocational education (prior to the enactment of the "Education Law" No. O‘RQ–637).

The University implements primary education programs in two stages: undergraduate and graduate.

Undergraduate education provides in-depth knowledge, skills, and competencies in a chosen specialty, with a minimum study period of three years.

Upon completion of the undergraduate program, graduates receive the "Bachelor" degree and a state-issued diploma based on the results of state certification.

Graduate education, based on the undergraduate program, provides specialized education in a specific field with a minimum duration of one year.

Upon completing the graduate program, graduates receive the "Master" degree and a state-issued diploma in the chosen specialization.

The "Bachelor" and "Master" degrees allow holders to either engage in professional activities or continue their education in subsequent stages of educational institutions, according to their chosen field and specialization.
Initial education in various stages of higher education is not considered as second higher education.

The organization of the educational process at the University is regulated by the University's academic plans, educational programs, qualification requirements, annual academic calendar, and schedule of classes, all approved by the University Rector (or Pro-Rector for Academic Affairs).

The educational process must provide students with the necessary conditions to master the main professional educational programs through the selection of appropriate forms, methods, and tools of education.

The University recognizes the following main types of academic classes: lectures, consultations, seminars, practical classes, laboratory work, individual classes (in art-related fields), control work, colloquiums, independent work, internships, course projects (course work), bachelor’s thesis, and master’s thesis.

For all types of classroom activities, the standard academic hour is 80 minutes (for a combined lecture with no break). Breaks between classes last at least 10 minutes.

The languages of instruction at the University are Uzbek, Russian, and English.

The University provides education both with and without separation from production.

For all forms of education within the framework of the University's main professional education programs, the state education standards developed and registered in the established manner are applied.

The academic year at the University is divided into two semesters, with students' progress assessed based on a 5-point system (for students admitted before the 2020/2021 academic year) and a credit-modular system (for students admitted from the 2020/2021 academic year onwards).

Students are transferred from one academic year to the next based on the recommendation of the faculty dean and an order from the rector. Conditional transfer is not permitted.

The University's system for monitoring and assessing students’ knowledge follows the Regulations on the Monitoring and Evaluation of Student Knowledge in Higher Education Institutions (Order No. 3069, September 26, 2018) and the Regulations on the Implementation of the Credit-Module System in Higher Education Institutions (approved by the Cabinet of Ministers, Resolution No. 824, December 31, 2020).

The final certification of graduates is carried out according to the Regulations on Final State Certification of Graduates from Higher Education Institutions in the Republic of Uzbekistan (Order No. 1963, June 5, 2009).

The University is committed to enhancing the quality of training specialists through the use of advanced pedagogical and information technologies, individualization of education, independent learning tools, modular systems, and distance education methods.

Within the framework of postgraduate education, the University participates in the preparation of scientific and pedagogical staff, as well as the preparation and defense of dissertations for the degrees of Doctor of Philosophy (PhD) and Doctor of Science (DSc), according to the list of specialized fields approved by the Higher Attestation Commission of the Ministry of Higher Education, Science, and Innovation.

In line with the Decree of the President of the Republic of Uzbekistan (PF–5789, August 27, 2019) and the Resolution of the Cabinet of Ministers (No. 797, September 23, 2019), the University implements professional development and retraining programs for leadership and pedagogical staff of higher education institutions.

Successful completion of retraining and professional development courses for pedagogical staff results in the issuance of a qualification certificate, which is a state document, to participants who have passed the required assessments.

Under the direction of the University Council, students, graduate students, senior researchers, and independent researchers are actively involved in scientific research and creative work based on approved topics and plans, with all work conducted in compliance with safety standards.


V. Composition of the University’s Professors, Teaching Staff, and Administrative-Economic Employees

The University has positions for professors, scientific staff, engineering-technical staff, administrative-economic staff, production staff, teaching assistants, and other service staff. The teaching staff includes positions such as department head, professor, associate professor, senior lecturer, lecturer (assistant), and junior lecturer.

Hiring for positions within the teaching staff is carried out based on the recommendations from an open extended meeting of the relevant department, with the participation of pedagogical personnel and the public council, and based on the results of a trial lesson. The process is in line with the resolution of the President of the Republic of Uzbekistan dated June 5, 2018, No. PQ-3775, which addresses measures for improving education quality and active participation in national reforms. Hiring is done on a competitive basis according to the regulations approved by the Cabinet of Ministers in the resolution dated February 10, 2006.

Employment contracts, amendments, and terminations with professors and teaching staff are executed in accordance with existing labor legislation.

Professors and scientific staff have the following rights:

To be elected and to participate in the election of the University and faculty councils;

To participate in discussions of issues related to the University’s activities;

To use the services of the University’s information-resource center, academic and scientific divisions, and other departments as per the team contract;

To select teaching methods and tools, conduct scientific research that ensures the high quality of academic and scientific processes;

To appeal orders and decrees from the University administration as prescribed by law;

To participate in competitive procedures and hold positions;

To familiarize with foreign colleagues' scientific and educational literature, exchanging ideas with them;

To improve their theoretical knowledge, practical experience, research methods, and teaching skills;

To guide students' scientific research activities;

To carry out scientific research, including fundamental, applied, and innovation projects, as well as participate in international scientific projects and contractual agreements;

To prepare textbooks and study guides, write monographs and scientific articles, and obtain patents for inventions and software products for computers;

To conduct scientific research as per the approved plan, participate in discussions of research findings, implement these results in production, and recommend research for publication;

To participate in ensuring the effective integration of education, science, and production;

To contribute to the development of international relations with leading foreign scientists, research centers, and educational institutions;

To exercise other rights stipulated by the education legislation of the Republic of Uzbekistan.

The duties of professors and scientific staff include:

Strict compliance with educational laws, labor discipline, the University Statute, internal work regulations, code of ethics, and anti-corruption programs;

Fulfilling their duties conscientiously and maintaining the honor of the teaching profession;

Interacting with University staff, students, and other individuals in a polite manner;

Following the employer’s legal orders and completing assigned academic, scientific, and educational tasks timely and with quality, according to the annual personal plan;

Preparing educational materials, research articles, and books, and contributing to effective integration of education, science, and production;

Guiding students in their scientific research;

Participating in extracurricular activities and promoting students' moral and educational development;

Participating in scientific research and educational projects within the department’s focus;

Improving their qualifications every three years;

Ensuring labor protection and following safety regulations;

Using the University’s resources efficiently;

Compensating the employer for any real material damage caused by their fault;

Engaging in public activities and ensuring the effectiveness of teaching and scientific processes;

Enhancing their proficiency in foreign languages and information technologies;

Fostering independent thinking, initiative, and creativity among students;

Acting as mentors in the "Master-Apprentice" system and participating in educational and research activities;

Maintaining exemplary behavior, cultural standards, and professional ethics;

Following dress code regulations and staying updated on national reforms and global developments;

Actively participating in cultural and educational events organized by the University;

Continuously enriching the curriculum based on scientific and technological advancements;

Conducting lessons at a high level and providing fair assessments of students' knowledge;

Applying new pedagogical technologies in teaching;

Enhancing scientific and pedagogical skills;

Conducting research on issues relevant to their field of expertise and industry problems.

The University guarantees the professional development of teaching staff at least once every three years.

The rights and duties of administrative-economic, engineering-technical, and other support staff are defined by the University’s internal regulations, code of ethics, anti-corruption program, and job descriptions.


VI. Structure of the University

The structure of the University includes departments, sections, centers, faculties, departments, scientific and educational laboratories, museums, and other divisions, which are formed according to the established procedure in line with the standard staffing schedules for higher education institutions' management, technical, service, and teaching-supporting staff (List No. 2859, dated February 21, 2017).

The University’s faculties are managed by deans, who are appointed by the rector. A person serving as dean holds an independent position and is not allowed to hold the position by rotation. The dean of a faculty must adhere to this Statute and the "Regulations on the Faculty of Higher Education Institutions." According to the "Regulations on the Faculty of Higher Education Institutions," a council can be formed within the faculty. The composition, powers, formation, and functioning of the council are defined by the "Regulations on the Faculty Council of a Higher Education Institution."

The activities of the department are managed by a head, who is elected through a competitive process according to the regulations for hiring pedagogical staff approved by the Cabinet of Ministers' resolution dated February 10, 2006. The department head is elected by the University Council. The powers of the department head and the procedure for the department's activities are defined by the "Regulations on the Department of a Higher Education Institution."

Under the University, there are legal entities such as academic lyceums, technical schools, and a regional center for retraining and advanced training of pedagogical staff. The academic lyceums and technical schools under the University are independent legal entities and carry out their activities in accordance with the Law of the Republic of Uzbekistan "On Education," the Decrees and Orders of the President of the Republic of Uzbekistan, and other normative legal documents, as well as their own Statute.

The Regional Center for Retraining and Advanced Training of Pedagogical Staff under the University operates in accordance with the Cabinet of Ministers' resolution No. 278, dated September 26, 2012, "Measures to Further Improve the System of Retraining and Advanced Training of Pedagogical Staff of Higher Education Institutions."


VII. University Management

The management of the University is carried out based on the current legislation of the Republic of Uzbekistan and in accordance with this Statute, through a combination of centralized leadership and public governance through the University Council.

Direct management of the University is carried out by the rector, who is appointed and dismissed by the Cabinet of Ministers, upon the recommendation of the Minister of Higher Education, Science, and Innovations, and in coordination with the Presidential Administration, in accordance with the decision of the President of the Republic of Uzbekistan No. PQ-4391, dated July 11, 2019.

The rector is fully responsible for the University’s activities, including compliance with the Instructions on Administrative Procedures, Internal Regulations, the Code of Ethics, the Regulations on Higher Education, and this Statute. The rector represents the University in all matters without a power of attorney, participates as a representative in all state organizations, institutions, and enterprises, is responsible for the University's property, signs contracts, issues powers of attorney, opens bank accounts for the University, and issues orders for the proper use of financial resources.

Within the scope of the rector's authority:

The rector issues orders and directives that are mandatory for the University’s professors, employees, students, and other learners and gives instructions.

The rector appoints and dismisses faculty deans, department and administration heads, the chief accountant, and other employees in the rector’s purview, specifying their duties and responsibilities.

The rector assigns vice rectors to oversee the operation of academic lyceums and technical schools in their respective fields.

The rector proposes candidates for the position of vice rectors and specifies the duties and responsibilities of vice rectors and deans.

The rector enters into, modifies, or cancels labor contracts with the University staff according to the labor laws of the Republic of Uzbekistan and the procedures established by the Cabinet of Ministers.

The rector sets the tasks of scientific research, experimental activities, and other organizations and units within the University, approves the regulations governing them.

The rector determines salary increases and bonuses for University staff according to established procedures.

In coordination with the trade union committee or other authorized bodies of the University, the rector approves the Internal Regulations and the Code of Ethics.

The rector approves the staffing levels and salary scales in line with the standard staffing positions and approved personnel numbers of the University.

Based on the recommendation of the University Council, the rector approves the opening or closing of faculties and departments in accordance with the applicable legal and regulatory documents. The establishment or closure of departments is based on the recommendations of the University Council and in compliance with the "Regulations on the Department of a Higher Education Institution."

The rector ensures the execution of other tasks as prescribed by the labor laws of Uzbekistan and other relevant legal documents in the field of education management.

The rector is prohibited from working in an acting capacity in any other paid leadership position (other than scientific or methodological leadership) either within the University or outside of it. The rector cannot carry out his duties in an acting capacity.

In accordance with the Regulations on Higher Education, the University shall establish a Council to address the main issues related to the University's activities.

The Council consists of the rector, vice rectors, deans of faculties, heads of departments, heads of divisions, University staff, and representatives of the trade union council. The rector is the chairman of the Council. Other members of the Council are elected by secret ballot at the general meeting (conference).

The number of faculty members elected to the Council is determined by the rector's decree.

The powers, election process, and functioning of the Council are defined by the Regulations on the Council of a Higher Education Institution, approved by the Ministry of Higher and Secondary Special Education.

The University may establish Scientific Councils to award doctoral degrees (Doctor of Philosophy and Doctor of Science).


VIII. Public Organizations

In accordance with the Decision of the President of the Republic of Uzbekistan No. PQ-3775, dated June 5, 2018, a Public Council shall be established at the University to implement effective public oversight. The council will consist of students, parents, active members of the Youth Union at the University, representatives of staff employers, professors, and members of civil society institutions.

The main tasks of the Public Council are:

To systematically monitor the quality of education, the knowledge and pedagogical skills of professors, and the conditions created for students.

To provide recommendations on candidates applying for faculty positions at the University.

To review student appeals, conduct social surveys to fully assess students' opinions on teaching staff.

To prepare proposals for improving the educational process at the University and present them for discussion at the relevant University Council.

The University has a trade union and other public organizations operating within it.

To protect the labor rights and interests of professors, employees, and staff, the central council of the trade union and its elected representatives at the University carry out their activities in accordance with the current legislation.


IX. Financial and Economic Activity and Material and Technical Base

In order to carry out the activities stipulated in this Statute, buildings, structures, property complexes, and equipment in accordance with the University's passport, as well as properties necessary for consumption, social, cultural, and other purposes, have been assigned to the University by the state (founder) with operational management rights.

The University is included in the list of objects to be removed from state property and privatized by the Resolution of the Cabinet of Ministers. Land plots allocated to the University are assigned on the basis of operational management rights (lease, free use).

The following are the sources of financing for the University's activities:

Funds from the state budget of the Republic of Uzbekistan;

Funds from tuition fees paid by Uzbek citizens and foreign nationals (in foreign currency);

Off-budget development fund resources;

Funds allocated for fundamental, applied, and innovative research within the framework of state scientific-technical programs and grant competitions;

Income from economic activities and providing services under contracts;

Grants from international financial organizations;

Charitable donations and targeted contributions from physical and legal entities;

Income from the commercialization of scientific, educational, and other innovative developments, as well as income from leasing University property;

Other sources not prohibited by law.

The financial support for the University's educational activities comes from budget funds allocated for the training of specialists based on state grants, funds for retraining and improving the qualifications of staff allocated by the state in accordance with established norms, as well as off-budget funds, including funds collected from tuition fees and entrepreneurial income.

The University may engage in paid education and service activities in fields other than its core activities, provided such activities do not harm its primary functions. The entrepreneurial activities undertaken by the University must align with its tasks as defined in its Statute.

The University has the right to participate in the statute capital of economic entities, societies, and companies, establish prices for paid education services, consultations, and other services, and independently manage the income remaining after taxes and other mandatory payments.

Paid education services cannot be provided by the University as a substitute for its state-funded educational activities.

The University independently resolves matters related to concluding contracts and setting obligations and other conditions, provided these do not contradict the laws of the Republic of Uzbekistan and this Statute.

The salary of University staff is determined in accordance with the Presidential Resolution No. PQ-926 dated July 24, 2008, "On Improving the Salary System for Employees of Higher Educational Institutions of the Republic" and the Resolution of the Cabinet of Ministers No. 164 dated August 1, 2008, "On Improving the Salary System for Employees of Higher Educational Institutions of the Republic."

The salary (rate) for University staff is paid for performing the functions and tasks specified in the labor contract.

Additional salary, bonuses, and other material incentives are provided in accordance with the Resolution No. 517 dated August 27, 2020, on material incentives from off-budget funds for professors and other staff of higher educational institutions.

The use of the University’s material incentive fund is regulated by the norms established in the "Regulation on the Special Fund for Material Incentives of Budgetary Organizations" (registration number 177, September 20, 1995).

The University allocates rooms necessary for the operation of public organizations established within the institution.

The University provides rooms with heating, lighting, and water supply for the medical room and food facilities (cafeteria, buffet) established in accordance with established procedures.

Repairs, reconstruction, or construction of new buildings of the University, as well as their financial support, are carried out in accordance with the procedure established by law.


X. International Cooperation

In accordance with the Presidential Decree No. PQ-2909 dated April 20, 2017, "Measures to Further Develop the Higher Education System," and the Presidential Order No. PF-5847 dated October 8, 2019, "On Approval of the Concept for the Development of the Higher Education System of the Republic of Uzbekistan Until 2030," as well as this Statute, the University has the right to establish mutually beneficial cooperation with educational and scientific centers, international foundations, and other organizations from foreign countries.

The University's activities related to the education of foreign citizens, their retraining and professional development, as well as the scientific-pedagogical staff's participation in pedagogical and scientific-research activities in foreign countries, are carried out based on agreements concluded between the authorized state bodies of the Republic of Uzbekistan and the relevant educational management bodies of foreign countries, as well as agreements (contracts, memoranda) signed with foreign educational and scientific centers, international foundations, and other organizations in accordance with the law, and direct agreements with foreign individuals and legal entities.

The University has the following rights in the implementation of its international activities:

In agreement with the Ministry of Higher Education, Science, and Innovation, to join international non-governmental non-profit organizations in the field of education;

To sign agreements (contracts, memoranda) for mutually beneficial cooperation with foreign educational and scientific centers and organizations;

To involve highly qualified professors and researchers from foreign higher education institutions and scientific centers in teaching, developing joint educational literature, and conducting scientific-research activities;

To establish structural divisions (joint faculties, joint educational programs, centers, and other units) in cooperation with foreign partners, in accordance with the procedures established by law;

To ensure that University professors, staff, and doctoral students are sent abroad for professional development, internships, and to study in PhD and Master's programs;

To ensure that University students are sent abroad for internships, practical training, conferences, and competitions;

To organize bilateral exchange programs with foreign higher education institutions and universities for students, doctoral students, professors, and scientific staff;

To admit foreign citizens to study at the University and provide the necessary conditions for their studies.

The University also has the right to establish mutually beneficial cooperation with foreign institutions and organizations in other areas, in accordance with the law.

Foreign service trips for the University's professors, staff, and students (undergraduate and graduate) are carried out based on the existing legal framework and the relevant regulatory legal documents of the Ministry of Higher Education, Science, and Innovation of the Republic of Uzbekistan.

In accordance with paragraph 5 of the Presidential Decree No. PF-5847 dated October 8, 2019, the University Rector and Vice Rectors' foreign service trips aimed at enhancing the quality of education through the study and implementation of advanced foreign experiences are carried out after notifying the Ministry of Higher Education, Science, and Innovation. Before the trip, the University's leadership must submit the necessary information, including the country name, purpose, and plan of the visit. Afterward, a report on the results of the trip, including details about activities and expenses, is presented to the University Council and posted on the University’s website.

If the foreign trips of the University's leadership, professors, scientific staff, and students (undergraduate and graduate) do not meet their planned objectives or harm the University's reputation, appropriate measures will be taken according to the law.

Foreign currency and material income generated from the University's foreign economic activities will be used for the financial support of the University's activities, in accordance with this Statute and the law.


XI. Final Provisions

The University is responsible under the laws of the Republic of Uzbekistan for:

Failing to fulfill the educational programs in accordance with the curricula and schedules;

Ensuring the life and health of students and staff during the educational process;

Violations of the rights and freedoms of students and staff;

Failing to perform other tasks specified by the applicable legislation.

The University may be reorganized or liquidated in accordance with the laws of the Republic of Uzbekistan.

This Statute shall enter into force after being approved by the Ministry of Higher Education, Science, and Innovation of the Republic of Uzbekistan in accordance with the Law of the Republic of Uzbekistan "On Education" and registered with the relevant state authorities.

Amendments and additions to the University Statute shall be made by order of the Ministry of Higher Education, Science, and Innovation of the Republic of Uzbekistan.
