Jovliyeva Dilfuza Tilovovna was born on December 31, 1980, in Yakkabog‘ district, Kashkadarya region. She completed her Bachelor's degree at the National University of Uzbekistan named after Mirzo Ulug‘bek in 2003 and earned her Master's degree from the same university in 2005. From 2021 to 2023, she conducted scientific research for her PhD dissertation at the National University of Uzbekistan. In 2024, she defended her PhD dissertation in Biological Sciences at the DSc.03/14.07.2022.B/QX.10.06 Scientific Council under the TIQXMMI National Research University, and was awarded the Doctor of Philosophy (PhD) degree in Biological Sciences.

Jovliyeva has conducted scientific research on the X virus that infects potato plants. She developed a modified method for producing high-titer specific antiserum for the immunological diagnosis of the virus and applied it effectively in immunodiagnostics.
She was the first in Uzbekistan to develop a test kit for detecting the X virus using the ELISA (enzyme-linked immunosorbent assay) method.

From 2019 to present – She has continued her teaching career at the Department of Biology of the same university.
