Department of Preschool and Primary Education Methodology
The Department of Primary Education Methodology at Chirchiq State Pedagogical University, established in 2017 and operating independently since 2021, focuses on enhancing the quality of primary education through the application of modern pedagogical technologies. The department prepares prospective primary school teachers through undergraduate and master’s degree programs, conducts research on current and pressing issues in the field, and promotes international cooperation through the “Future Teacher” Research and Innovation Laboratory.
About the Department The Primary Education Methodology Department was established on August 23, 2021, and began its operations as part of the Faculty of Primary Education, in accordance with Decision No. 1 of the Council of Chirchiq State Pedagogical Institute of Tashkent region. Its history dates back to 2017 when the institute was founded based on the Resolution of the President of the Republic of Uzbekistan No. PQ-3152, dated July 27, 2017. Initially, it opened as the Department of Preschool and Primary Education Sports within the Faculty of Pedagogy. The department is located at Chirchiq State Pedagogical University, Building 1, Room 16, Tashkent region.
Mission and Goals The main objective of the department is to enhance the quality and effectiveness of primary education based on modern pedagogical technologies and innovative approaches, to provide high-level professional and methodological training for students, to conduct scientific research, and to develop effective methodological guides for the primary education system. Key objectives:
- Studying and implementing foreign experience and new pedagogical technologies in primary education.
- Conducting scientific research on current issues in primary education.
- Establishing international cooperation and implementing projects aimed at developing students' knowledge.
- Enhancing students' professional readiness and orienting them towards practical application.

Scientific Research Directions and Projects The "Primary Education Methodology" department conducts scientific research in several strategic areas. These directions aim to carry out scientific research that meets modern educational demands, expand cooperation with national and international scientific communities, and achieve practical results. Based on the Rector's order No. 01-180 dated July 5, 2021, titled "On Increasing Scientific Potential, Developing Science and Innovation in the Institute," the "Future Teacher-Scientific Research Laboratory" was established at the department. The following professors and lecturers are conducting research in this laboratory:
- Assessing Primary School Students' Knowledge: Jazira Jansaitova is researching the theoretical foundations of diagnostic correction based on international assessment programs (using the example of primary education).
- Mechanisms of Education Methodology: Jabborova O.M. is researching "Innovative mechanisms for improving primary education methodology," and Tashpulatova D.M. is researching "Improving mechanisms for integrated teaching of academic subjects based on a cluster approach in primary education."
- Improving Primary School Students' Knowledge Level: Ochilov Fariddun is researching "Methodology for developing natural science thinking in general secondary school students," Nurmatova Shaxnoza "Technologies for forming and developing positive attitudes towards lessons in primary school students," Sayliyeva Mashkura "Improving mechanisms for forming creativity and critical thinking skills in primary school students according to the 4 C's international model," and Eshmanova Nodira "Clustering the method of writing essays and narratives in primary grades."
- STEAM Approach: Tilavova Sayora is researching "Improving the ecological competence of future primary education teachers based on the STEAM approach," and Usmanova Qumriniso is researching "Improving methods for forming primary school students' musical consciousness."
- Typology of Conflicts: Umarova Zuxra is conducting research on the "Typology of pedagogical conflicts in general secondary schools."
These directions contribute to enhancing the department's scientific research potential and developing new modern methodologies.

DEPARTMENT OF PRIMARY EDUCATION METHODOLOGY

Chirchiq State Pedagogical University was established in accordance with Resolution No. PQ-3152 of the President of the Republic of Uzbekistan dated July 27, 2017, titled “On the Establishment of the Chirchiq State Pedagogical Institute of Tashkent Region.” During the initial stage of the Institute’s operation, the Department of Preschool and Primary Education and Sports was formed within the Faculty of Pedagogy.
In the 2021–2022 academic year, pursuant to Decision No. 1 of the Academic Council of the Chirchiq State Pedagogical Institute of Tashkent Region dated August 23, 2021, the Faculty of Primary Education was reorganized, and the Department of Primary Education Methodology was established as an independent academic unit, commencing its official activities.
The mission of the Department is to enhance the quality and effectiveness of primary education through the implementation of modern pedagogical technologies and innovative approaches; to provide students with a high level of professional and methodological training; to conduct scientific research; and to develop effective methodological resources for the primary education system.
The main objectives of the Department include:
• studying and implementing international best practices and modern pedagogical technologies in primary education;
• conducting scientific research on current and pressing issues in the field of primary education;
• establishing international cooperation and implementing projects aimed at enhancing learners’ knowledge and educational outcomes;
• improving students’ professional preparedness and strengthening their practice-oriented training.
The Department of Primary Education Methodology conducts its research activities across several strategic directions. These areas are aimed at carrying out scientific research that meets contemporary educational requirements, expanding cooperation with the national and international academic community, and achieving practical and applicable outcomes.
Pursuant to Order No. 01-180 of the Rector of the University dated July 5, 2021, titled “On Enhancing the Scientific Potential of the Institute and Promoting the Development of Science and Innovation,” the “Future Teacher” Research Laboratory was established under the auspices of the Department. Within this laboratory, the following faculty members are actively engaged in conducting scientific research activities:
Assessment of Primary School Students’ Learning Outcomes – Within this research area, the Department is conducting studies led by Jazira Jansaitova on the topic “Theoretical Foundations of Diagnostic and Corrective Assessment Based on International Assessment Programs (with Reference to Primary Education).”
Mechanisms of Educational Methodology – Within this research area, studies are being conducted by Jabborova Onaxon on the topic “Innovative Mechanisms for Improving Primary Education Methodology,” and by Tashpulatova Dilorom on “Enhancing the Mechanisms of Integrative Teaching of Academic Subjects in Primary Education Based on a Cluster Approach.”
Enhancing the Academic Achievement of Primary School Students – Within this research area, studies are being conducted on the following topics: “Methodology for Developing Natural Science Thinking among General Secondary School Students” (Ochilov Fariddun); “Technologies for Forming and Developing Positive Attitudes toward Learning among Primary School Students” (Nurmatova Shaxnoza); “Improving the Mechanisms for Developing Creativity and Critical Thinking Skills of Primary School Students Based on the International 4C Model” (Sayliyeva Mashkura); and “Clustering the Methodology of Essay and Summary Writing in Primary Grades” (Eshmanova Nodira).
STEAM Approach – Within this research area, studies are being conducted on the following topics: “Enhancing the Environmental Competence of Future Primary School Teachers through the STEAM Approach” (Tilavova Sayora), and “Improving Methods for Developing Musical Awareness in Primary School Students” (Usmanova Qumriniso).
Typology of Conflicts – Research in this area is being conducted on the topic “Typology of Pedagogical Conflicts in General Secondary Schools” (Umarova Zuxra).
The Department of Primary Education Methodology has a total of 18 faculty members occupying 18 positions. Among them, 14 are full-time staff, 2 are on internal secondment, and 2 are on external secondment. Of these, the number of staff holding academic degrees is 4 among full-time faculty, 1 among internal secondees, and 2 among external secondees. The department’s overall scientific potential is distributed as 31.2% for full-time faculty and 38.8% for external secondees.
The Department of Primary Education Methodology has established international cooperation through the signing of agreements with leading universities in Central Asia. On April 14, 2022, a partnership agreement was signed with the Department of Pedagogy and Educational Technologies at the University of Innovations in Central Asia, Republic of Kazakhstan. Additionally, on November 28, 2022, an agreement was signed with the A. Quatbekov University of People’s Friendship, Republic of Kazakhstan.
Within the framework of promoting scientific research in collaboration with enterprises and organizations in the social and educational sectors, the Department actively engages in local partnerships. Currently, cooperation is ongoing with Secondary Schools No. 8 and No. 17 in Chirchiq city through the “Future Teacher” Research Laboratory. Faculty members of the Department collaborate with primary school teachers from these schools, jointly conducting research and publishing scientific articles.
The Department of Primary Education Methodology relies on both internal and external monitoring systems to enhance the quality of education.
External Monitoring:
The quality of education is regularly analyzed through the University’s Working Group platform on Education Quality Assurance.
The Education Quality Assurance Commission within the Faculty of Tourism continuously monitors the assessment system and the educational process.
Internal Monitoring:
Internal quality control is conducted under the supervision of Senior Lecturer Karimjanov Alijan.
Departmental meetings include demonstrations of master classes, during which shortcomings in the educational process and measures for improvement are discussed.
Assessment System:
The student assessment system is thoroughly described in the Department’s curricula and is implemented based on the credit-module system.
Formative and Summative Assessment: Students undergo written assessments for both interim and final evaluations, allowing the verification of their written communication skills.
Student Feedback and Communication Mechanism:
To ensure transparency in the assessment process and to consider student perspectives, a structured feedback mechanism has been established within the Department.
Appeals Process: After the announcement of final assessment results, students may submit appeals within 24 hours to Umarova Zuxra Abdurakhmanovna. This process addresses potential ambiguities in grading and ensures students’ opinions are considered.
Ongoing Feedback: Surveys and analytical reports are regularly conducted to collect students’ opinions regarding the quality of education. Requests and feedback are analyzed, and the results are used to develop measures aimed at further improving the educational process.
The tasks outlined in the Rector’s Order No. 01-172 dated August 15, 2023, “On the Further Development of the Youth Academy”, are actively being implemented.
Within the Faculty of Primary Education, the Student Academy was established, and its regulations were developed and approved. The Academy aims to engage talented students in scientific research, develop their skills in writing scientific articles, and facilitate publication in reputable journals. Under the framework of the Student Academy, faculty members of the Department of Primary Education Methodology organize seminars on scientific writing. These seminars provide students with guidance on writing scientific articles according to academic standards, selecting reliable journals and collections, and submitting their work for publication.
To date, within the framework of the Student Academy, 552 articles and theses have been published as part of student research activities.
Additionally, the Academy hosts a seminar-training organized by Kuchkinov A.Yu. on “Scientific Writing Skills Based on the IMRAD Structure.”
Based on their academic research and participation in educational and cultural activities, in the 2021–2022 academic year, Abdujalilova Madinaxon became the recipient of the Navoiy State Scholarship.
Notable Student Achievements:
In 2021, Bazarbayeva Ozoda was awarded 1st place in the Republican Science Olympiad in Mathematics and its Teaching Methodology (Primary Education track).
In the 2023–2024 academic year, Dinora Saparbayeva became the recipient of the Navoiy State Scholarship established for undergraduate students.
In the 2024–2025 academic year, Dinora Saparbayeva was awarded the State Scholarship of the President of the Republic of Uzbekistan.
